Use this screen to assign rates for each Project Labor Category (PLC). Labor rates are maintained by start/end dates, so you can modify the labor rate for a given PLC without changing the category code. Costpoint compares the Starting Date and the Ending Date to the effective date in the transaction entry screens. PLCs are entered in the following transaction entry screens: Manage Timesheets, Manage Accounts Payable Vouchers, Manage Purchase Order Vouchers, and Manage Journal Entries.

Use this drop-down list to select the rate type for this project's PLC. Valid options are:
Actual — This rate type divides actual amount paid by actual hours (actual amount/actual hours) to obtain the rate during the Load Labor Rates process. This allows you to apply multipliers to the rate for revenue and billing calculations.
Billing — This rate type uses the T&M project rate that does not include multipliers.
Ceiling — This rate calculates the A rate, then compares it with the ceiling and uses the lesser of the two rates. This allows you to apply multipliers to the rate for revenue and billing calculations.
Standard — This rate is equal to the Salary/Hourly rate per employee on the Manage Employee Salary Information screen. This rate reflects the standard rate without any auto adjusting on the timesheet. Multipliers are applied against the S (Standard) rate type.
Transactional — This rate is primarily used for foreign currency contracts. If you select this rate type, the Calculate Standard Bills process does not convert the rate amount using the conversion rates associated with the project. The Calculate Standard Bills process uses the rate entered in this screen to calculate the bill.
If you selected Actual in the Rate Type column, this column displays 0.0000 since this column is calculated during the Load Labor Rates process.
If you selected Billing in the Rate Type column, this column displays the billing rate for the PLC. The rate is applicable to the Starting Date and Ending Date columns.
If you selected Ceiling in the Rate Type column, this column displays the ceiling rate to be used during the Load Labor Rates process.
If you selected Standard in the Rate Type column, this column displays 0.0000.
If you selected Transactional in the Rate Type column, this column displays the rate amount that is used on the Calculate Bills process.
Enter a billing discount percentage to apply against this billing rate. The discount percentage can be greater than 100% but cannot be negative. This field is visible only if the Discount Method on the Manage Revenue Information screen or the Other Info tab of the Billing Details subtask of the Manage Project User Flow screen is PLC Discounts.
This column displays the starting date on which the labor rate is available. If you leave this field blank, the labor rate does not have a start date, and the rate is not available for the earliest open fiscal year through the fiscal year specified in the Ending Date column. Costpoint compares the Starting Date to the effective date in the transaction entry screens to determine whether to use this rate.
This column displays the ending date for the labor rate specified. If this column is left blank, the rate does not have an ending date, and is available any time after the Starting Date, with no ending fiscal year. Costpoint compares the Ending Date to the effective date in the transaction entry screens to determine whether to use this rate.
